Sunrise, meeting lead and drive: the arithmetic
Take the flight date and the town where the balloon company meets. The sunrise or sunset for that date and place comes from the solar equations published by NOAA, at the standard zenith of 90.833 degrees, on the local clock with daylight time where it applies. From it the office subtracts its planning lead for the meeting: thirty minutes before sunrise for most morning flights, ninety for the predawn ones, two hours before sunset for evening flights. Then it subtracts the drive from the lodging town to the meeting town, measured on the road network and rounded up to five minutes, never less than ten.
The result is rounded down to five minutes. It is a planning figure: the balloon company confirms the meeting place and time after it has looked at the wind, the evening before a sunrise flight or earlier the same day for an evening flight.
